Give the file a usable structure
Drawings, calculations, test records and instructions should describe the same supplied configuration. We organise them around the questions a competent reviewer needs to answer.

A file can be large without being complete. The review focuses on the connection between requirements, design decisions and evidence, and records gaps with an owner.
Make change manageable
A revision model identifies what changed, who reviewed it and which product configurations are affected. Future updates become a controlled maintenance task.
